The last two weeks of a Howard County summer tend to blur together for people who moved here for the schools and the commute. Restaurant Weeks ends, the Fair opens, Merriweather empties out its calendar, and Ellicott City hosts another anniversary of a flood that most of us can still remember by the hour. August 2026 is doing all four at once, and the shape of the month tells you something about where the county is right now.
The short version is this: the Main Street that hosts most of August's headline events is also the Main Street that spent the last decade being rebuilt from underneath. Read the calendar with that in mind, and the openings, the concerts, and the county fair stop looking like a tourism roundup and start looking like a rebuild timeline.
Main Street, Ten Years Later
Ten years ago on the night of July 30, 2016, the first of two "1,000-year floods" to devastate Ellicott City, Maryland, within two years killed two people and severely damaged dozens of buildings in the popular historic district. If you have lived in the county since then, you have watched the recovery happen in pieces: Kittleman's emergency reopening, the 2018 flood that undid a lot of it, and the Safe and Sound plan that has been running quietly under the streets ever since.
The physical version of that plan is now visible. One mile up Main Street is the construction site for the North Tunnel Project, designed to carry 26,000 gallons of water per second underground, and away from Main Street. Tunnel boring machines have been cutting through granite to create the 18-foot-diameter tunnel. County Executive Calvin Ball has said the project remains on schedule, with the tunnel's completion expected for December 2027. That is why Parking Lot B has been closed for so long, and why the West End has felt like a construction site through two summers of dining.
The cost has moved with the calendar. By July 2026, the broader flood mitigation program had grown from an originally projected $140 million to about $386 million, based on inflation and extending the tunnel further uphill than initially projected. Three of five upstream retention ponds are complete, including the H-4 pond on Frederick Road west of US-29, which can hold more than 5.5 million gallons of water during storm events, directing water away from Historic Ellicott City. None of this is background trivia if you are eating on Main Street in August. It is the reason the block feels populated again.
The Tersiguel's Space Has A New Tenant
The most concrete sign of that rebuild is a change of tenant that anyone who has lived here for a decade will read as significant. One of those eateries is River House on Main, a pizza bistro that had its soft opening earlier this month. The restaurant moved into the Old Ellicott City space that was previously home to Tersiguel's, which closed after 50 years in December.
Fifty years of a French restaurant giving way to a wood-fired pizza bistro is not a small edit to the street. Chef Nathan Sowers has described the concept as "handcrafted pizzas, French and Italian-inspired bistro cuisine, and weekend brunch in one of Ellicott City's beautifully restored historic buildings." Whether the French DNA carries through the menu is a matter for August dinners, but the address itself is the news.
Restaurant Weeks, Read As A Map
The tail end of Howard County Restaurant and Craft Beverage Weeks runs through Sunday, August 9. The event will roll out special menus, craft beverage offerings, and can't-miss deals designed to get locals and visitors alike exploring the county one bite at a time across more than 45 participating restaurants. What is easy to miss when you scan the list is that the roster is a geography lesson in where the county's dining momentum sits right now.

Merriweather Post Pavilion is running a wider stylistic swing this August than usual. If you have not looked at the lineup since spring, the pavilion is essentially hosting a different audience every weekend.

Two country nights back to back is unusual programming for the venue, and the Kehlani and Asake shows the following week point to why Little Patuxent Parkway traffic is going to be different every Thursday and Friday. The Fair, The Farm, And The Furnace
The Howard County Fair is the county's oldest August ritual, and this year it lands on a milestone. If you want a quieter August day, Mary's Land Farm's sunflower fields are open the first weekend of the month. Sunflower Festival Weekend at Mary's Land Farm (August 1st & 2nd): The Sunflower Festival has been extended! Stroll through the vibrant sunflower fields at Mary's Land Farm and visit the friendly barnyard animals for a scenic day trip. It is one of the few things in Howard County that photographs the same way it did fifteen years ago.
For a more adult evening, the Elkridge Furnace Inn is doing a proper wine dinner mid-week. Duckhorn Returns Wine Dinner at The Elkridge Furnace Inn and Garden House (August 6th): Celebrate elegance in a historical inn with an evening featuring the world-renowned wines of Duckhorn Vineyards. Their finest wines, perfectly paired with a curated menu from Chef Dan at The Elkridge Furnace Invention. The building itself dates to the 18th century, and a Duckhorn flight in that room is the kind of night that does not turn up on a national top-ten list.

A Working Thesis For August
Put the calendar next to the construction schedule and a pattern shows up.
